Case Formula - IF createddate= xx/xx/xxx AND created by not "YY"

My criteria formula needs to display any Opps that were created on 12/14/2018 but NOT created by a certain user. I'm using Formula (Text)
have several other lines of criteria in this saved search and filter logic isn't working as expected so I'd like to do this in a formula field unless someone has a better idea or a solution to the filter logic not working properly.
