Search criteria for getSelectValue

Does someone know the exact behavior of the searchCriteria field in the getSelectValue operation? It does not seem to be a "starts with" operator but rather a "contains" operator. Looking at the equivalent functionality in the UI, it would seem that it should be starts with...
