Error: CANT_DELETE_ITEM

I am getting this error when trying to delete an item:
[Code=CANT_DELETE_ITEM] This item cannot be deleted because it has child items.

I am assuming an item cannot be deleted  if it has references from any other item or transaction.
Is there  a way to delete child items or record links?
