Intelligent Payment Automation, powered by BILL (formerly Bill.com), lets you automate payments, manage vendor details, and bank account information within NetSuite.
The SuiteApp is available to organizations based in the U.S. with a valid U.S. address, or to global customers (except Canada, China, and Japan) with U.S. business subsidiaries. It only supports payments to vendors operating in the United States.

Confused about the new WSDL
I was just about to upgrade my WSDL so that I could benefit from the new transaction address format.
I went to the help > SuiteFlex (no mention of the new WSDL)
I then went to the "developers" section of NetSuite.com (no mention of the new WSDL)

and then lower
If you are using the 2.6 WSDL in support of subsidiary management and consolidation, it is recommend that you upgrade to the 2008.1 WSDL. The 2008.1 WSDL fixes a number of schema problems related to NetSuite OneWorld.
