Cust Downloading PDF getting "+" instead of space in file name

We have many files on the web portal for our customers to access.  The file names have spaces which we don't find as an issue except when our customer tries to download the file NetSuite replaces a "+" sign for every space.  Most programs today handle file names with spaces why isn't NetSuite?
