Setting custom bill and ship addresses on Estimates in 2013.1

We are upgrading our code from 2009.2 to 2013.1 and ran into our first problem (I expect a lot more).  In 2009.2 we would set custom billing and shipping addresses on estimates.  We would do this with the following code (example is for billing address):

Estimate estimate = new Estimate();  estimate.setTransactionBillAddress(billCustom); 


However now in 2013.1 we keep getting the following error message back from Netsuite.

[Code=USER_ERROR] Please enter value(s) for: Bill To, Ship To


How do we set custom billing and shipping addresses for estimates?  The address is not going to be part of the customer's address book and shouldn't be.
