Promotional URLs and Hosted Web Page?

I'm a new user of Netsuite.   I've put a html file in the file cabinet.  I then go to the Setup Marketing Promotional URLs.   I don't see a page type of Hosted Web Page (as the manual says I should).  Instead I see file cabinet item, which I select.  However, none of my html documents in the file cabinet appears in the list.

How do I set up a promotional URL to go to this html web page?
