PayPal Express Residential Address Issue

Have any of you using PayPal Express noticed that EVERY order comes in as non-residential so UPS rates are not calculated high enough?

Under Setup Shipping I have "Residential Address for Shipping" checked so I don't know what else to do.

It is starting to get very expensive eating the difference between commerical and residential rates. :mad:
