Role/permission required to manage web sites...

Perhaps this is the wrong forum, but I really can't find one that's appropriate.

We're tired of having to give the Administrator role to the individuals who manage our web site. So, logically it sounds like creating a new Role might be the ticket -- but we can't find any permissions that seem to have anything to do with the web site functionality.

Does anyone have any answers?
