Translation module only translates items, not theme

Does anyone else actually use the translation module in NetSuite? We have been trying to think of a way to get around our issue but keep hitting dead ends. In NetSuite, you are able to translate product display names, descriptions etc. But how would you go about translating text inside the header, footer, custom text within item templates? There is no way to add translations to website "Tags" and no way to add new entries in the "Customize Text" section. Is it me or are we the only company actually trying to use this feature to the max?
