Google Checkout Constantly returns Default Shipping

We have a problem with Netsuite and Google Checkout communicating and providing accurate shipping for our customers.  We receive communication errors from Google that says Netsuite is down for maintenance.  Because of this, the shipping  goes to the default setting on shipping.  The default shipping is impossible to make accurate because of real world variables.  This is why the shipping cost should come from the shopping basket.

We called Netsuite; We told them that it was going to the default instead of the actual nine times out of ten and Netsuite responded that that was OK.

We are frustrated with Netsuites response, has anyone else found a work around?
