Role for Web Developer / Online Forms designer

Our creative director needs access to NetSuite to do the following:

Setup our E-Commerce
Design and implement online forms
Track traffic to those pages, SEO, etc.

He does not need any financial/transaction access nor do we want
to allow any.

What is the best role to assign him?
