Coupon Codes -bizarre

Has anyone seen this?
I have a customer with a WSDK site.
They've created a promo code for a flat $45 discount.
When a person has less than $45 worth of merchandise in the cart and they apply the coupon a flat $45 is subtracted from the cart total.

The customer is then unable to check out because the total is now negative and is below the minimum amount of $0.

The setup of the promo codes and discounts appears to be in order but this is just plain weird.
