Netsuite's Free Shipping Option Is an Utter Failure

I don't understand this... Netsuite finally incorporates a Free shipping option but doesn't allow any way for not having bulk / heavy items not fall under the free shipping option whether you use the shipping rules area or coupon.

I mean this is basic of $50 a month shopping carts. Didn't Netsuite think about standard ecommerce when they created this option that some things just can't ship free.

I'm so frustrated I can't believe it. After all these years on Netsuite I have to think of alternatives because I can't even be competitive with other web stores in the pet industry with no options to modify free shipping offer.
