Limit the quantity of item (in shopping cart) to quantity = one

Is there a way to limit the quantity of a item (in shopping cart) to quantity = one.  We have a free item that shows up in our cart IF the customer orders over a certain dollar amount on their order.  The only problem is that they can then change that quantity of the free item to 1000 pcs if they want to.

I didn't know if their was a "1 per order" feature hidden in NetSuite or maybe in advanced promotions.  We're currently not using advanced promotions for this item give-away.  It is added to the cart automatically using another scripted solution.
