Need free shipping to apply to total AFTER discount. Help!

We have free USA shipping on orders of $125 and up. We are having a 10% off discount code offer soon.

Currently, when a customer's order SUBTOTAL is over $125, the free shipping kicks in.  They then enter the 10% off code, bringing their total under $125, but free shipping remains.  We need shipping charges to apply if the order goes under $125 once the discount is applied.  Just spent 90 minutes clicking around trying to figure this out and I'm frustrated.  This did not used to be a problem. 

Can anyone help?
