Free Shipping Incorrectly calculating with promo - Progress?

Enhancement 176876: Free Shipping applied when Web Order Total is Incorrect due to Discount from Promo Code

Can anyone shed some light on this?

The main progress I have heard on this is that promotions as a whole have been moved out of the e-commerce area into another group. In discussions with NS team members, there is an awareness of this problem (which I still to this day cannot figure out as to why it is classified as an enhancement and not a defect), but there does not seem to be a consensus on what can/will/is being done to FIX it.
