Reusing URL COMPONENTs from old/deleted Site Categories, Tabs, Items

When we try to set or rename a URL COMPONENT of a Site Category, Item, or Site Tab (that was used at some point in time but was deleted) NetSuite considers the url component still exists and displays a notice saying:
The value for URL Component is not unique. This value has already been used as an Alias or URL Component: category, xxx (url-component-name).
Why we cannot reuse old url components if the category, tab, or item do not exist anymore because they were deleted?
How to overcome this problem?
