Employees missing from scorecard kpi

I've created a simple scorecard indicator for number of employees within a few date ranges.  All is well except the number of employees is incorrect.

If I drill down to the list, there are 8 or so that are missing.  If I click "return to criteria" then I notice that there is a field called "Include in KPI" in the search criteria in addition to the hire and termination fields.  I don't see Include in KPI as an option on employee forms.

Where is this field?  How do I edit it?
