Drill down into Type=Journal transactions (not filtered by Account)

This may be simple but...

We are trying to give our department heads direct access to their department's Budget vs. Actual reports.

When looking at a particular Account in the Actuals column, they can drill down and see the transactions that affected that Account's Actuals (filtered by their Department).

When they drill into an Invoice for example, they can see the transactional details in a nice understandable format.

But when they drill into a Journal transaction, they see a list of all of the entries within the Journal transaction.   This list of  entries includes all of the Accounts in the Journal transaction.  It is not filtered showing just the Account that was originally selected in the Budget vs. Actual report.
