Items for purchase orders?

Hello,

Does an item have to be created for everything we want to buy via a purchase order?  I'm not talking about inventory items, more like business assets or expenses.  So if I want to order business cards, I have an item for that, a laptop for salespeople, I have an item for that, replacement batteries, etc...

Am I understanding this correctly??
