Sales Tax Group / Codes

The documentation under US Tax Lookup states:
"...NetSuite compares the state and zip code from the customer’s shipping address to existing tax codes or groups. If no tax code is found, no tax is charged on the transaction"

Is it possible to setup a Tax Group with only the state defined (no zip codes) to catch all of the sales within our state which are outside of our home tax code?

When I setup a tax group with only the state, it does not work unless I put in zip codes.
