Budget / Forecast by Item

Does anybody know of a way to create a forecast or budget by units rather than account? An item forecast or budget by projected unit quantity would then ideally flow through to the income and CGS accounts assigned to the item.
We are having a really hard time finding a method(utilizing Netsuite) that works for us. WE are currently using a VERY dense Excel spreadsheet.
