Pick Tickets Printing Even When Overdue

If a customer is overdue and the account settings are set so that it enforces holds, an order cannot be fulfilled. So why is it that the system allows a pick ticket to be printed if the order cannot be sent? Is there a setting im missing to stop pick tickets being printed in bulk if the customer is overdue?
