Estimates and shipping address and tax

Is it possible to add a shipping address to the estimate?  In particular using the web services.  It looks as though estimates do not accept a shipping address. 

If the estimate does not contain a shipping address, how is tax calculated?  Tax is calculated on the shipping address, correct?
