Volume Discount

I have the need to setup a percentage discount based on volume. For example,
0-99 units = 0%
100-499 units = 5%
500-999 units = 10%
etc

The discount applies to items not the entire order. Has anyone had a need to do something similar? If so, how is that set up? I am not seeing a clear way of how to accomplish what I'm after.
