Email using PDF only

I'm trying to figure out a way to default all transaction emails to PDF. Under the Set Preferences there is the "Email using HTML" option. Unchecking this box gives the exact behavior that I want but this seems to be a user specific setting with no way to default or override it. I have tried asking users to make this change in their preferences but that worked about as well as you might expect. Any ideas?
