Unable to Delete or Inactivate a Price Level

Among 14 price levels we have setup, I have a confusing situation with 2 in particular -- "Online Price" and "Street", which I believe goes back when we first setup NS.  Unlike the other 12 price levels, neither Online Price or Street be can inactivated or deleted.

When someone visits our web site, the default price shown for an item will be "Online Price" -- unless Online Price is "empty" in the item record.  If empty, the default item price shown will be "Street".

Of course if the customer is assigned to any one of these 14 price levels, when they login the item price(s) shown will be their assigned price level as expected.
