Anyone selling to government?

The US government has some interesting criteria for doing business with a company.  One of the unique requirements of the government is to use fixed dollar amount maintenance pricing versus a percentage-based AM&S model.  However, because of their auditing requirements, we can't create a separate item code for use with government.  We need to figure out a way to have percentage pricing for 'normal' customers and fixed dollar amount pricing for government customers.
