City Tax Schedules

We are using advanced taxes and have set up schedules for each state.  The problem we are running into is that Some cities have their own local tax policy that should take priority over the state tax code.  For example the city of Phoenix may not charge tax for shipping even though the State of Arizona does.  How can I set up Tax Schedules to correctly show city tax as well?
