International Tax Setup? Purchase Items?

Hello,

Anyone have advice on setup of NetSuite for international taxes, using the bundle/SuiteApp? In particular, I'm weighing setting up a bunch of purchase items (so as to be able to assign tax schedules/codes) vs training our AP entry to manually enter tax codes per transaction. 

I think the main consideration is to what extent we're repeat purchasing vs unique one-off.  Anything else I should consider?
