Vendor Pricing Schedules (Not Quantity Based) - Advice Needed

Does anyone have an idea of how to create a vendor pricing schedule that's not quantity based?

We have a challenge with vendor pricing schedules - we need a way to create pricing schedules like we have on the sales side.  We have specific vendor discounts (not tied to qty) for things like promotions, contracts, GPO, BPA, deal registration, etc...

We're struggling to find a way to ensure that our PO's are cut at the correct cost....especially on drop ship orders.  Any ideas?
