Problem with Promotion Codes in Sales Orders after an address change

Since the recent upgrade we've had the following problem:

In a sales order when a promotion code is used the discount is applied correctly but if we make a change to the ship to or bill to address the promotion code and discount disappear.  If we try to re-enter the promotion code the discount will not appear and the sales order needs to be restarted.

Any ideas?
