Sales Tax - Drop-Ship vendors that are collecting sales tax for their state

This is our second most problematic sales tax issue.   Some of our drop-ship vendors insist on collecting sales tax when we drop-ship an order to their home state.  In my eyes, the sale is between me and my customer that lives in their state.  They're not selling it to someone in their home state.  They're selling it to us and we're outside of their state.  We're then contracting with UPS to pick it up and deliver the goods from their warehouse to our customer (they ship it on our UPS account).
