How Do I Update Employee ExternalID??

I have imported most employee records via CSV and included the ExternalID field.

However, I have a few employee records that were entered using the U/I. How can the ExternalID for these records be updated?

I tried doing an "Update" CSV using Employee ID and ExternalID. Result was ERROR: "Could not find record with ExternalId = 10383"

We MUST have an ExternalID for all employee records in order to sync with our HR system.
