importing standard cost

I need to update an entire product line's standard costs (located in Locations subtab).  I wanted to do this in a CSV import.  I made a doc using 2 fields (Internal ID & Standard Cost).  I ran the import and it threw the following error (this was a test using just a single item). 

Adding new line to sublist locations is not allowed.

I did it twice, once choosing to overwrite sublists and once not overriding, same result.

Any suggestions?
