Timecards Entry for Multiple Vendor Consultant

I currently have one Supplier that has multiple consultants working on one of my customer sites.  I would like to set each one up individually to enter time in the vendor Center and track that cost against Project Profitability in the Advanced Project Accounting Module.

Is there anyway to list Multiple Consultants for one Vendor in the same format as employees (Loaded rate, availability, utilization, etc) and allow them to enter T&E against a specific project in the vendor center?

I would also like to restrict their access to their employer's Purchase Orders from us when accessing the Vendor Center.
