Web customers Duplicate Detection

We have set our customers duplicate detection criteria by phone number.

An existing customer register in our website using the same number on records but NS does not detect it.

Combine this with the fact that new registered web leads can not be deleted!! and we have got major duplicate record problem.

I must be missing something here.
