Please enter a value for Permission!

I have gone into Permissions> Setup and added a new Permission in Setup , clicked on FULL and ADD.

The insertion cursor moved on to the next line once I click ADD.  Since it is a compulsory field to enter in a Permission, I could not go to SAVE and had to keep on adding something because the new line gets created, no matter what. Clicking on CANCEL does nothing and did not remove the new empty line.

If I don't click on ADD, there is a label saying "Click here to add on a new line".
So, I couldn't go forward to SAVE the changes or do anything else except just keep adding new permissions.
