Script Units - I'm a bit confused.

I'm trying to figure out the basics of script units and limits.

Is there a global limit (daily/monthly etc) that limits the number of units that can be used in a time period or are the limits simply there to keep individual scripts from being a burden on the system?

How do I find out how many units a script is actually using?
