Is there a way to script creation of a user note on a record?

Currently I am working with a Suitelet that has a mandatory text area.  On submit, I want to take that value and save it as a user note on a custom record.  I can't find anything about that in the records browser, though.

I also have some ideas where this would come in handy for non-custom records.  We have a rule that when our accountants void a transaction, they add a user note with the reason.  People don't always remember, though, and that can make it difficult to track things down.
