itemfullfillment w/o email

A sales order, cash sale and invoice can be created with tobeemailed = 'F' to prevent an email being sent to the customer, but how can an item fulfillment be created w/o sending an email? E.g.

fulfillRecord.setFieldValue('tobeemailed', 'F');

doesn't throw an error, but it doesn't prevent an email from being sent.
