UserEvent concurrency

I'm developing a UserEvent script that will access a third-party webservice which has a concurrency limit of 1.

My question is whether concurrent UserEvents can be fired as a result of a single Mass Update, CSV import, web services, and any other non-UI sources.  In other words, I assume that if a CSV import and mass update (or even two mass updates) are running simultaneously, I'll get concurrent UEs.  But what about from a single import?
