Send email alert on line item rate change on invoice?

Wasn't able to find anything pertaining to this on the forum already. I thought about doing this external to Netsuite since I am already pulling transaction information, but wanted to see if anyone here perhaps has already implemented this using native NS functionality.

Basically, what I need is the ability to send an email alert to an email address when a price is CHANGED on an already existing invoice. This is a need from accounting. Any help would be appreciated.
