Can't select employees on custom record

Hello,

I've created a custom record that has a field called employee, which, logically enough, contains a selection to pick one of our employees names. However, when my data entry person accesses this form (via the Employee Center), they can only pick their name, not anyone else. When I go in as admin, I can pick anyone I want.

Is this an employee center restriction or am I just doing something wrong?
