Custom Record Forms - Audience?

Is it possible to post custom record forms to an audience?  I only see the option to make the forms preferred or default...

Our Situation:  We added a custom record for annual/semi-annual account reviews.  We need a "Manager Approval" check off box (similar to PO's and expenses logic) that can only be seen by the Manager.  I thought I could create a form to be used by the Manager and one for the Employees.  I can't figure out how to lock Employees out of the Manager form.
