What is the point of "Use Permissions"

From the help:

Important: You must check the Use Permissions box for these changes to take affect.



If you DON'T check it the record still is not available to anyone, you MUST define permissions for other roles to access the custom records.  So what is the point of the checkbox?  I don't get it?
