Custom record field set as "Record is Parent" not showing record as sublist for every role

I have a custom record that has a field set as "Record is Parent" that shows as a sublist on the Case record as intended when logged in as Administrator. When I select a different role, the sublist is not shown. I worked around the issue by making a custom sublist. This shows on every role. Any thoughts what would cause this?
