Arrange Form Footer Fields

I have created a custom pdf layout. When using this layout in a transaction form, I want to be able to move fields in the footer above/below each other, changing the order.  I only see this is available for columns and body fields.  I just want my "message" field to be BELOW the total.  How can I do this??
