Saved Search - Available Serial Numbers

I'm trying to make a Saved Search for available serial numbers for a specific item. In the criteria, I'm setting InternalID=24 (inv id number) and setting IsAvailable = true.

Criteria 1 seems to be working, only the serial numbers for that item are in the list. Criteria 2 doesn't seem to work though. Perhaps I'm using it incorrectly.

Any ideas are appreciated.
